Apple cider vinegar is made from hard apple cider, white vingar is made from grain alcohol. Bacteria convert the alcohol into acetic acid. The acidity for both is 5. 5%. Chemically they are the same. So, yes it will bubble and fizz as if you had put baking soda in white vinegar.

The short answer is, yes it would. The taste of vinegar is acetic acid. This is what reacts with the sodium bicarbonate in baking soda to yield carbon dioxide. The bubbles and fizzing from the reaction of baking soda and any vinegar are due to the reaction of sodium bicarbonate and acetic acid.
