Hair loss can be triggered by high levels of stress or some illnesses. When the body is weakened it doesn't have the resources for things not necessary to survival like hair. Analyze stress levels first, if this is the problem find ways to alleviate the stress. Her hair will recover.

There are a few reasons that could be happening. Women can have hair loss as a sign of early menopause. This happens because hormones are going though a huge change. Another reason could be genetics. That could also mean that she has some sort of disease that is causing her to loose her hair. Stress can also cause hair loss.
