If someone blocks you from a land line it will say "The party is not accepting calls at this time, please try your call again later. " If someone blocks you from a mobile phone the message will vary depending on their service provider.

If your phone is blocked, it has to be so by the service provider. The pre-recorded would be "Your phone has been blocked. Please contact our 24-hour customer care service on 0000 number to know complete details. Inconvenience caused is deeply regretted. Thank you

If someone has blocked your phone number, the announcement "your telephone is out of service" or "your telephone is temporarily dis-connected" will be heard. In most of the cases only engage tone will be heard. You may book a complaint to the telephone exchange or the fault repair section, which is a toll free number.
