Mods and Rockers were not themselves gangs -- they were youth subcultures in Britain that were active around 1964. The Rockers adopted a biker style; they wore black leather jackets, had longish hair, greased back, and rode motorcycles. The Mods rode scooters, wore suits, and were generally clean-cut. Mods and Rockers did form gangs, and fought each other, sometimes violently.

The Mods and Rockers originated in England in the 1960s. They were two distinct groups of youth who disliked one another and often came into physical conflict. The Rockers often adopted the motorcyle and black leather jacket lifestyle while the the Mods considered themselves more sophisticated and urbane.

No, they were real but not real gangs. In the 1960's they were both rival youth factions. In 1964, they both sparked moral panic in the youth at the time.
