It's never explicitly stated, but one can assume that it was incredibly uncommon. However, in at least one version of the tale, specifically the Grimm Brothers, the stepsisters slice off parts of their feet in order to make the slipper fit. So we can safely guess that her feet were abnormally small.

Cinderella's show was custom made by her fairy godmother. There are no sizes mentioned in her story. However, we do know that the other women were unable to fit into the show, and that her wicked stepsisters attempted to mutilate their fit to get into it. Therefore we can infer that the show was the smallest possible size.

Truthfully, it is hard to tell what Cinderella's shoe size was. Her story has been told in many different versions and different languages that it is unknown that a shoe size has ever been mentioned. It has been said, in some versions, that she had the smallest foot in the kingdom.

Cinderella is a story with many versions and origins. As long as her feet are smaller than the stepsisters' the story is intact.
