I have always used CLR for all my rust removal. I put it in a spray bottle, spray it on and allow to sit before cleaning it off.

There are many different types of treatments that are effective for rust around windows. Try a cleaner for for windows and a razor. Home Depot sells many paint treatments for your windows and then you can repaint the area with rust so that your not out much money out of your pocket.

Apply a rust remover around the window and let it sit for a couple of minutes. After the solution has set, take a damp double sided sponge and gently rub with the abrasive side of the sponge. If the rust still is present, repeat application until rust is no longer present.

Sandpaper or a similar abrasive would be the best place to start. Chemical rust-removers will run the risk of attacking the pain in the surrounding area, leaving you to clean up far more of the area than you had originally intended. 250 grit or higher sandpaper (the package will likely have possible uses printed on it) will work.

I have tried a method to remove such rusts and that is to use acetic acid or in common terms vinegar. It worked for me.. you can try as well.

You should be able to clean the rust away with very hot water and windex. If it s directly on the window, only use the windex or it will streak horribly.
