Attention equals like! Let the person know you are interested by inviting them to join you for a cup of coffee or a walk in the park. Don't be overbearing, you can scare both male and females if you come on too strong in the beginning. It is fine to say, "I enjoy your company".

Compliment them when they look nice, ask questions about their likes/dislikes, show interest in talking with them, frequent physical contact, offer to help them with what they are doing, etc.

You can send them a letter as in a secret admirer format. You can also, say nice things to them and show your affection by smiling at them. Also, telling them that you like them is also another way that you can express your feelings.
