You will need a level, mortar and a lot of cinderblocks. Make sure to get waterproof sealer and coat the exterior surface of the blocks well.

Pressure treated lumber for the base plates and then kiln dried lumber for the studs and top plates. Assemble walls with the PT bottom plate and stand up.
