There are no states where it's illegal to have a cell phone IN your car, but many states have banned the use of cell phone usage that is not hands free, including Alaska, California, Connecticut, Minnesota, Maryland, Delaware, Nevada, New Jersey, New York, Oregon, and Washington.

In all states it is legal to have a cell phone in a car. CA, CT, DE, DC, MD, NJ, NM, NY, OR, VI, WA disallow drivers using handheld cell.
