You must have an international plan or capable phone. you need the country code and the full phone number in order to dial out.

Just like many times you have to dial an area code, you have to dial a country code. Next you have to dial the area code and then you can finally dial the number. Just be aware that it is very expensive to make calls internationally. You can probably find the country code on line.
