If you mostly just going to be using the laptop for the internet I would suggest getting a Netbook instead. They are great, compact, perfect for internet browsing and they are a lot cheaper. But if you want to get a laptop instead you should look for one that has great features for using the web like anti-virus software.

Well if you mainly use it for web-browsing you can gt away with a small netbook. Otherwise look for a computer that is in your price range with decent memory (1gb+, a fast cpu (2. 5ghz+), and enough hardrive. Also look for ones bundled with software you are likely to use.

The following things must be taken care, 1. Decent Memory and Hard Disk space 2. Webcam 3. Good processor, I prefer Intel. 4. Good battery life. 5. Screen Resolution, Screen Size (I prefer 13"). There are lot of other minor things that needs to be looked upon.

You should know what type of internet websites you use. You will need more memory for websites that take longer to load.
