I have had experience in carpentry and a little in roofing. I would not recommend roofing over an old roof; however, I have been told by roofers that you can put shingles on top of an old roof as long as there are not already multiple layers on the roof and as long as the roof structure is not damaged.

If your roof are made from wooden tile and wooden beams, you must change old and breakable part of old roof. Change your old beams with new one. Inspect your insulation and try to repair. Inspect your chimney and reapir. Remove old tile and put new tile.

Some people put the new shingles right over the old ones, but I would remove the old shingles and tar paper and apply new, particularly if there's already two layers of shingles. Be careful when walking on an old shingled roof; old shingles break down and become gritty. You can lose your footing and fall.

You must know if the old roof is strong enough to support the new roofing you want to put on. You must know if the old roof is not rotting.

You should know that you should be very careful when you go up on it. There is no way to know where it may fall through.
