The Paint underneath is normally not damaged but it will be a different color than the rest of the vehicle. I advise to use a Blow Dryer if its a Sticky Vinyl, and make sure to use a good Soap to get the residue off. Other wise than that just go slow.

This can be very tricky, usually a pressure cleaner with just water, no chemicals, will do the trick. Make sure no to use chemicals as you may damage your paint.

Well typically all you have to do to remove aftermarket graphics is some elbow grease and heat. Heat and edge until it can be pull being careful to to damage the paint. The slowly peel as you heat the graphic.

If the graphics are on your window, use a razor blade and start in the upper corner and begin to scrape and remove the graphic. Be sure to work carefully. You can buy window scrapers from the hardware store. Remove glue as well, if there is residue from the glue left you can use window cleaner to clean off.
