You need to be a little more specific. Is it spewing water on the floor? It sounds as if the pressure relief valve may need replaced, but it's a crackle and an older tank, there may be so much calcium built up in the bottom that the tank needs replaced.

A little maintenance to your water heater is probably needed. It's most likely caused by a mineral build up, such as lime. Use a phosphoric acid, at a food grade level to de-lime your water heater. If your heater is not too old, you may have an excess of aluminum hydroxide. Fixing that problem is better left to a plumber.

If your hot water heater is starting to make these noises then you will need to replace the clutch on the device.
