What should I do if my nursing puppy sounds congested and then seems fine?

He is the only one of the litter who sounds congested.

I would get the puppy checked out. He may be slightly aspirating the milk which is not a great thing. It's always good to make sure a dog doesn't have pneumonia when they sound congested.

The puppy may have aspirated some of the milk into its lungs. Once this happens it is almost impossible to reverse. Sometimes, depending upon how bad of a case it is, a veterinarian can successfully drain the liquid from the lungs using a thing tube. Take the puppy to the veterinary clinic at once.

He might be getting getting too much to swallow, this comes from eating too fast. Pull him away from nursing a few times while feeding, he'll learn to slow down.

Conjunctivitis and Upper Respiratory Infections are common in new pups. Take him to the vet if lasts more then a couple days, as it may not be fully developed.

It depends on how old they are. I'd suggest watching him for a few days for improvement. If any of the other puppies start to get congested it's definitely time for a call to the vet. He may just be getting snugged up to close to Mom. It wouldn't hurt to call the vet and just ease your mind.

It sounds like it could be inhaling milk but if you are very worried about it then you should contact your vet and let them know the situation and they will be able to tell you what to do for it much better than anyone on here. Or you can do a search on the web.

You should immediately take him to a vet. A congested puppy might stop eating and can get sicker really fast, so you want to see what's wrong and treat it before he gets really sick.
