Get him to a vet. Collapsed Trachea is common in small dogs and can potentially kill your dog. If it's that your vet will suggest the proper course of action.

Bring it it a veterinarian as soon as possible. The dog could have serious medical problems or it could be an allergic reaction to the food that you are feeding it. Try switching the food and see if that helps. I still suggest that you take it to a vet because chihuahuas are very fragile creatures.

If you haven't seen a vet yet I recommend doing so. They may be able to offer some sort of medicine that will help. If your dog wears a collar during his walks, I suggest using a harness. Try not to let the dog get overly excited. Also, I would use an air conditioner during the warmer months.

Breathing problems are not uncommon in chihuahuas. If you are concerned about your dog you should have them checked by a veterinarian. They are trained to correctly diagnose what specifically is causing your dogs symptoms.
