Snipe off any pieces that are dangling. Constantly cracking and painful toenails can be caused by a medical condition, food allergies or bacterial infection. If it is more of a nuisance rather than painful you can try supplementing their diet with an omega 3 fatty acid, such as fish oil.

Sometimes a dog's toenails become cracked if they have been left to grow too long and have not had a trim. Trim your dog's nails and file them as best you can. Nail polish should help to keep them from cracking further. A supplement to the dog's diet may help as well.

Dogs toenails mostly get cracks due to being too long. The first thing to do to avoid a sore toe is to trim the nails carefully with dog nail clippers and then if there are rough edges they can be filed carefully. To avoid cracks in the future, make sure to maintain closely trimmed toenails.
