The most likely causes are allergies - try changing the dog's habits (toys, foods) and see if it goes away within a week. Another possibility is a histiocytoma, which is benign, and should also disappear by itself. If it doesn't, or if it starts bleeding, go see a vet.

Make an appointment with the Veterinarian. Secondly one should search the internet for any similar affects. This gives an idea as to what is afflicting the animals health, and may or may not give the owner some piece of mind.

I would take the dog to a vet. If you had a rash on your lip then you would take yourself to the doctor so please take the dog.

He doesn't necessarilly need to see a vet because sometimes a rash will go away on its own. I would give it a few days and then see a vet.
