Of the African-American population, 26.3 million are of voting age. Of that number, 64% are registered to vote. Roughly 60% of those who are eligible will actually vote. It may vary depending on who is running. African-American voters are slightly more likely to turn up to vote for other African-Americans than for non-African-American candidates.

African Americans make up approximately 14% of the population. About 1/3 are ineligible to vote because of criminal records. In the last election, Obama received approximately 96% of Black votes.

I would guess about half, because a lot of african americans probably feel that the political system ignores or doesn't properly represent them.
