Cecil John Rhodes is popularly regarded as the foremost empire builder during the colonial period in Africa. Under his leadership of the South African Cape Colony, he used his diamond wealth to expand mining and rail operations throughout Southern Africa, simultaneously protecting British commercial interests from other colonial powers while solidifying Britain's cultural presence in the Cape Colony.

This is a matter of opinion, but my vote is for Cecil Rhodes, a mining magnate and imperialist who expanded the empire from South Africa into Rhodesia (named after him). He was a proponent of a "Cape to Cairo Railway;" In pursuit of this Britain gained control of an unbroken string of East African territories.

The answer would depend on the person you ask. One possible candidate is Cecil John Rhodes 1853-1902, prime minister of Cape Colony 1890-96, and empire builder of British South Africa. African country Rhodesia was called after Cecil John Rhodes.

Livingston was the foremost empire builder in Africa as he explored the continent claiming kingdoms far and wide for Great Britain. He traveled throughout southeast Africa claiming territory and discovering the amazing peoples and places of Africa as he went. He got to see and name Victoria Falls and otehr natural wonders.
