What makes a homemaker "frugal"?

How much money do you need to save to earn that moniker?

It's not an amount, it's a mindset. If, for instance, you like potatoes but find out Pasta is cheaper - you buy pasta. If you buy something because it's a few pennies cheaper, you're frugal. Frugal people always set money aside for preference.

You are frugal if you do not spend a lot of money on un-necessary things, and you shop around for the best deals.

I don't think you could specify a number, but a frugal person will always strive to spend as little as possible, save as much as possible, and have as little debt as possible. $1000 is often considered minimum as a emergency fund, but it is usually recommended to have at least 2x your monthly income easily available in the bank.
