These are stars usually in a double system. It could possibly be a star with a fast orbiting mass like a planet. It is likely a white giant with a smaller star in orbit such as a red dwarf or bluish white star. Otherwise, if it moves more than a rocking motion--it is likely aircraft or satellite.

This is caused by large dust particles floating in our atmosphere. When the dust moves between your vision and the star it "blinks".
