I think you do need a new television. Sometimes as electronics get old their connections and wires wear away. It might be able to be fixed by an electronics specialist if you have some sort of sentimental connection to it, but there are a lot of great new technologies in the world of televisions.

Most likely your tube is going out on your TV. Really if it is an older television there is not much you can do. Most TV repairs cost more than a new TV or very close to the cost of a new TV so it is more economical to replace it than to fix it in most cases.

Your first step should be to contact the manufacturer of the television set and find out if the item is still covered under warranty.

The main reason for the above given problem is heat. Heat is the number one enemy of electronics, and these sets operate hot. These are assembled using the wave soldering process.

Yes, you may. Does it have any sound? It sounds like the tube in the back went. Do you get any picture at all in those 3 seconds or nothing? If you get nothing time for a new tv.

This condition is actually pretty common. It usually occurs when your power distributer is going bad. If you can not get it to turn on at all, then its shot.
