What is wrong if my Volkswagen GL won't start with jumper cables?

More than likely it can be narrowed down to two things. First, you probably don't have a good connection on the battery with the cables. The other is you cranked on the starter too much and it wrecked the starter.

One of the cells internally in the battery may be damaged and battery may not take a charge. Other possibility is that the problem is a starter as opposed to a battery.

If you have a solid clean connection with the cables then you have a major problem somewhere in the system. Check all your fuses and connections.

Check if there's fuel. Check if the jumper cables are in correct polarity. Check if the battery terminals are in proper contacts. If you know how, you have to check the carbutor, the spark plugs, distributor, intake manifold. Well, if none you know just call a repairman.
