What is wrong if my computer won't boot up past the Windows XP screen?

Usually this would happen if some driver / program that Windows is trying to load at the Windows XP screen is not working. Try to restart in safe mode (pressF8)

The best way is to start XP in safe mode, by pressing F8 before the splash screen. If this doesn't work, XP may need to be completely reinstalled.

If this happens, it means that there is some sort of problem with your Windows XP installation: something is preventing it from starting up or it has become corrupt.
