The white powdery stuff on your roses is called powdery mildew. It is fungal disease that grows on roses and other plants. The spots on your roses is another disease called black spot. Both can be treated with spray fungicides that can found any major department store with garden section

Leaf eating insects/butterflies lay egg on the leaf which is the white substance on your roses. If it is seen on one or two leaves, pluck it and destroy.

This sticky white substance on your roses is probably powdery mildew. It can be controled by giving your roses a thorough wash at least two mornings a week with water.

There is a bug that does that I get it on mine but I started mixing a little dawn dish soap and warm water and putting it on the leaves.
