The foam itself is merely air bubbles, which are caused by many types of impurities in the water. Salts, sediment, and chemicals all allow bubbles to form in a current. As the wave rises, it brings these bubbles to the surface, and as it crashes they come together like foam.

The white foam that forms on waves hitting the shore is not dirt. The white foam is actually air droplets surrounded by water, forming as the wave turns in on itself.
