What is the time limit for someone to turn you over to collections for an unpaid debt?

I recently got turned over for not paying a hospital bill 20 years ago.

It is likely that a new administrator took over old accounts and sold them to a collection agency. You can point out to the collector that the debt is 20 years old and exceeds the statute, particularly since you've not heard anything about it for years.

The statute of limitations varies from state to state. However, I doubt that the statute allows for a 20 year old debt to be turned over to collections. First call the collection agency. If they will not close the collection ask them for a copy of the bill. You may also want to contact the original hospital concerning the issue.

In general the standard maximum length of time to claim a debt is 5 years, however, this may vary depending on where you live.

There is no time limit. A debt can follow you all your life. If this is a valid debt try and make small amounts each month until it is paid.
