A natural pond or lake nearby your dwelling unit. If you want to confined it, then make a cage submerged in that pond or lake.

As the Russian tortoises cannot be confined to a small space, their eclosure needs to be atleast 10 feet long, 5 feet wide and 3 feet tall.

A large Rubbermaid container (50 gallon)is perfect, they are inexpensive and better than aquariums. Aquariums are too tall and narrow and don't hold humidity very well.
