The proper role of government in a democracy depends on the will of the people and, in our constitutional republic, depends on the roles assigned and unassigned by the Constitution and existing laws. Government is a useful tool for accomplishing what individuals cannot or will not do. It can also guarantee protection for minority and majority citizen groups.

The government should fund public education for all through high school. The government should fund affordabel housing for the elderly. The government should fund police and fire safety for all. They should help fund public housing.

Originally, government only had the obligation of physical security and public safety, such as protecting citizens from criminals. Only since 1900 was there government education funding, health care / hospitals for the poor. Government should only provide a basic safety net of finances and education. The government does little well, and government control of services leads to rationing and lower quality.

The proper role of government is to protect us from each other, and provide a mechanism to prevent fraud and coercion.

I don't think the government should fund any of those things. That is all the proper area governed by the free market, and people can make their own choices on these issues.

Government's proper role is to be as small as possible. They should only be involved in regulating these categories. Otherwise, everything should be privitized.
