What is the proper relationship between police and unofficial referrals?

Police officers are there to protect and serve everyone and do the best they possibly can with the polices and procedures set forth. The officers use of refferals are a way of helping those individuals that sincerly need help in the hopes that they will be reabilitated and they won't go through the justice system and end up incarcerated.

There should be no unofficial referrals. A police officer might say that he passed this by the State Attorney "unofficially"; but that is the only unofficial action that should ever happen. Think about it: if there were unofficial referrals, nothing can be trusted within the system by anyone, police or civilian.

Information-gathering may be conducted via several avenues: a) collective police question, b) street informant input, published works research, etc. Conditions between the two entities should be professional and substantiated.

always police have good relationship with unofficial referrals,they interact with them and try to find out the difficulties they are facing and try to solve their problems.
