What is the proper etiquette to decline an invitation for a silent auction?

If you want to decline an invitation for a silent auction, the proper way to do so would be to R. S. V. P. to the host or hostess of the auction via telephone, email, or in person.

Respond to the event organizer or event contact expalining why you cannot attend. The invitation probably has an RSVP number on it. If you are unable to attend, but would still like to support the cause you can write a check to the charity along with a letter of apology.

If you are supposed to R. S. V. P then you should call and decline. If you would still like to donate money you should contact the person in charge.

State in your invitation that "I am sorry, but I will not be able to attend the event" or simply "Thank you for the invitation, but we will not be attending the auction this year". You do not have to say why or justify yourself. Or return the invitation with "0 attendees" in the letters asking how many are coming.
