It can involve a variety of ways. Most likely this cyst what you describe is a mucocele, and with that it would involve surgery where they will make an incision and cut it out. You will be left with stitches which most likely will be taken out later.

A small incision is made is the place best thought to minimize scarring. Possibly the lip line. The cyst is excised out whole. Incision is closed.

The only way to remove a cyst, is to get a professional, since you will need a antisemitic to place on the lip to numb the lip.

Most epidermal inclusion cysts (I'm assuming this is what you are referring to) can be removed with a very small incision that will leave minimal to no scar following the procedure. Make sure that you get this removed by a Dermatologist given the nature of where it is located (Lip).
