Panyhose exercise is an exercise tape fad. Most of these started out with women in tights exercising and it led to exercising in underwear. Now it's more for sexual intent.

Pantyhose can be used for any exercise normally using elastic bands and in the same way -- as resistance stretch material for non jarring exercises that spare joints and are easy to pack for traveling.

Assuming you don't mean exercising in panthose, I would assume that pantyhose exercise is using pantyhose the way you would an exercise band. The pantyhose stretch like the rubber exercise bands do; so many of the exercises you do with an exercise band could be done with pantyhose. I suppose different brands of hose would have varying elasticity.
