What is the legal distinction between selling a product and licensing that product?

I was told that I can't make and sell T-shirts with college logos without a licensing agreement.

Yes, all colleges "own" the rights to their own images and logos, so you can't just copy it and make your own for sale. This is an illegal infringement.

If a product has a trademark, you are required to get permission to make that item (a licensing agreement). This is obtained from the person who owns the license.

You must pay them for the privilege of printing shirts with their logo. They give you permission to use it in return for the money. The licensing agreement is for a limited period of time, and they reserve the rights in how you can use it.
