Carbon bonds chemically in a variety of ways. Understanding bonding begins with understanding molecular orbitals. Carbon has S and P orbitals. These orbitals mix with other orbitals through hybridization to form SP, SP2, SP3 carbon (all of its hybridizations). These mixed orbitals correspond to triple, double, and single bonds respectively.

It is when carbon attaches to four other atoms. In other words, it's called bonding. It's achieved by the transfer of energy orbitals in the s and p layer.
