Answer by  hulmer (1067)

Although windmills did not originate in Holland they will forever be associated with the country. This is chiefly due to Holland's great strides in further developing the "technology". Most sources agree that the invention and development of windmills is largely attributed to a need for decreased dependence on animal labor when grinding up grain.

In Holland, they used the windmills to grind up bushels of wheat and turn it into flour. Thus they were able to make more flour Back in the mid-evil times, it was the lords responsibility to make sure that there was enough mills to support everyone around him. But, the tenants had to manage the mills themselves.
