Be sure to install the baseboard first! The height should be about 1/8 - 1/4", which will make it super easy to install the carpet afterward.

Take into account the flooring, padding and carpet pile height. For new construction, lay flooring prior to installing baseboards. For existing homes, add previous items and allowing at least 1/8 to 3/4 inches from flooring to baseboard. Padding can generally be compacted or even trimmed to allow additional room if necessary. However, never attempt to shave carpet, this produces fraying.

It does not matter. The baseboard is the base, so anything superimposed will have to conform to its elevation. Any other standard is a scam.
