Using a steam stripper is probably the quickest method of removing old wall paper as the hot steam will penetrate the paper quickly. If you don't want to buy one then just the old fashioned way of wetting the wall paper repeatedly with a damp sponge until it is easy to scrape off will work.

There are a number of wallpaper removing products available. The trick usually is to make sure the wallpaper is perforated to allow the remover to work below the surface. If you have access to a steamer, this will also help.

At the hardware store, they sell solutions that you spray on the wallpaper, wait and then you can rip the paper off. Sometimes it comes of in panels.
