What is the difference between the Bill of Rights (1791) and the Articles of the Confederation (1777)?

I don't understand why the Bill of Rights was necessary.

The Bill of Rights were ten amendments made to the Constituion, while the Articles of Confederation were written before the Constituion. The Articles featured a weak central government and strong state governments, which likely would have failed. The Bill of Rights were made to improve the Federalist Constitution. These amendments were necessary to prevent the government from getting to big.

The Articles of Conferation was a first attempt at developing a US government and gave most of the power to the states with almost none to the Federal government. The Bill of Rights were the 1st 10 amendments to Constitution and were added to secure the Northern States support.
