A feature film is released to the public from a production company, where an independent film was done on a private budget.

An independent film CAN be a feature film, so the question would be only in the financing. Indies are financed generally outside the Hollywood structure and are made without a distributor on board. Indies must then compete to be shown in theaters against films that had distribution contracts to begin with.
