A college is an institution which imparts education at a higher level. A college needs affiliation to a university through which university the students of that particular college would appear in the examination.

It depends on what country you are in. In European (and many other) countries, college pertains to secondary education while university is higher learning. In the USA, a college offers a degree in a specific area of study. A university is simply a collection of colleges, so they offer more choices.
