The definition of "practicing law without a license" is: Giving other people legal advice - even informal legal advice in the form of suggestions - when you have not passed the bar exam in their state (or jurisdiction), paid dues, or kept up with CLE. Giving people legal advice without being a lawyer in good standing is a bad idea.

It would be considered impersonation (claiming to be something you are not) and/or fraud, which would be the acting of charging someone for legal services you are not licensed to give.

Acting or advising as an attorney when someone is not a member of the BAR association and has not gone to law school to have the credentials needed to practice law. Anyone can read the laws in the code books, but it takes 3 years of specialized study to understand.
