It is really not hard to tell the condition of your rotors. If you feel a pulsing or vibration on the pedal as you brake more than likely your rotors are warped or have grooves in them. You can also feel them by running your fingers across the surface it should smooth and uniform.

Remove the front wheels and perform a visual inspection of the brake pads and rotors. Rotors should be smooth, with no heat spots. Pads should have at least 20% material.

Things with brakes can be really tricky. Instead of doing it yourself (speaking from personal experience) get a mechanic to perform repairs for you. Get this repaired soon because brake failure can arise.

That sounds like a fluid leak. You should take it to a shop and have it fixed, that's very dangerous.

If the brakes aren't holding it sounds like you have a problem with your calipers because the piston in the caliper is not holding the shoes tightly to the rotor.

See if there are any leaks. If not there is air inside the system. Open the top of the reservoir. Press down on the pedal, let the air out and replace with fluid.

You should take the tire off and see if the rotor in placed properly, if it is not placed properly, the breaks will not hold.
