If it is a big enough shrub you can get a product called "stump out" This involves burning the big thick parts of a tree or shrub stump and roots. If you only have a smaller size shrub its probably best to cut it as far down to the root as possible and dig.

If the roots are small enough, simply digging them up will be successful. If they have grown deep, tie rope to the root and pull them out with a vehicle.

Why would you want to remove roots from a shrub. That's what make the shrub grow. If you want to make the shrug smaller, in the spring or fall you can dig the shrub out. Divide it in two and replant the shrub in two different places. But don't disturb the roots.
