Birds typically do not eat tomatoes or mess with tomato plants. If you do have bird issues the best way to deal with them is the good old scare crow.

One good way is to put some kind of mesh or netting over the tomatoes. You may also try picking them when they are not quite ripe, and ripening indoors.

The best way is to use cheesecloth. Cover the plants at the top with the cheesecloth allowing the cloth to drape all the way over the sides of the plant. If you can't afford cheesecloth, then use aluminium foil covered paper plates with hole punched in top and tied to the plant. Or, use plastic flexible netting from garden center.
