Keep the dog on a regular schedule of feeding and outdoor time, talk to him calmly, keep him confined at all times that you're not interacting with him, and don't punish him for mistakes.

Housebreaking Cocker Spaniels is the same as housebreaking any other breed of dog. The easiest way is to either tie a leash to yourself to connect you and the dog so he's always with you, or put him in a crate when you can't supervise, that way he can't sneak away and potty in the house.

Buy puppy pads and a urine or "go" spray. Squirt the spray onto the pad to attract your dog to the pads. Start placing the pads closer to your front door, a few inches every day. Move from the door to the porch, the porch to the yard.

what we did to house break our dog was we saw he was peeing and pooping everywhere so we left him in his kennel and only let him out to go outside to do his duty and when he came in he went back in his cage. he learned that way u dont pee inside. works great. professionals advised this.
