If you can either take them off or paint them before they're put on it's easier. However if you can't get them off simply lay a drop cloth over the floor so it doesn't get painted and then take around the top so the wall doesn't get painted. Use a smaller brush because it's easier to control.

The best technique is to use paper under the bottom and top of the lip of the baseboards for protection against paint overrun. By sliding a thick piece of construction paper under the baseboard you can paint it with out leaving paint on areas you wish unpainted.

Be sure you have cleaned the baseboards thoroughly before attempting to paint. Sand and fill any rough patches or old paint drips to complete your prep work. You may find it useful to use a long straight edge (available in many home improvmement scores) to keep you from accidentally applying paint to your walls or floors.

Use an oil based paint from Sherwin Williams or Benjamin Moore. If it is brand new baseboards with no paint, you will need to use a primer first.
