Well usually hvac has to do with air conditioning units so it's better to place it inside in a unit where it is accessible. I would put it in the closet because it's also great for hiding it when your not using it. You don't want people to see where it is.

There is no best place to install an HVAC system. It depends on what you are installed. Air conditioner compressors must be installed outside and window units in the window. Furnaces can be installed in the basement or in a closet on the first floor. It also depends on the existing ductwork in the house.

The outside yet unit should be installed on a flat surface about two feet from the building. Make sure the tubing has room to connect to the structure without kinking or binding

If by hvac you mean an a/c unit and by best place you mean in a home, then I would say put the indoor unit in a closet or basement.

The best place to install an HVAC system is in the basement if possible. If the house is on a slab or crawl space install in the utility room.

Usually HVAC´s are installed in the middle of the instrument panel in front of the passenger compartment. Conventional power trains offers advances for this position while nowadays electric vehicle open´s the door for new and/or better solutions. Generally the HVAC is positioned close to heat or cooling source to enable highest performance.
