Rock salt is salt in larger crystals that will dissolve more slowly. It's used in situations where slow melting is an asset, such as an aid to cooling while making ice cream.

It is used most often for home-made ice cream. Rock salt mixed with ice prevents ice from melting and maintains a longer laster and colder chill.

When I was growing up we used it in the wintertime to melt ice on our sidewalks so people wouldn't slip and fall.

Rock salt is good for everything from de-icing your front steps or drive way to seasoning various food dishes. It's very rarely used in cooking anymore since a little goes a very long way and most don't like the time it takes for the larger pieces to dissolve.
